Specify if students are allowed to enroll directly in a class, or they need to "apply" for the class.

"A suggestion at least for our use is to have the option to 'apply' for a class, rather than enroll. It would be similar in every way, including the ability to see the tuition and everything, but would allow us to place them in a class and send them a contract to complete/sign before becoming enrolled".
