Add the ability to create disclosure agreements. The disclosure agreements can be configured to: 
1. appear on the online registration form on the business portal. 
2. automatically appear on the business portal so parents/students must agree with them annually. 
3. create a report that shows which students/families have agreed to the disclosures. 
4. Send email reminders that the disclosures are due

Disclosures can either be mandatory (such as legal/liability disclosures) or optional (such as will to volunteer, consent to release pictures/images of students)
